Purpose of paid parking lots project
In international practice, introduction of fees for the use of parking lots is the most efficient instrument to regulate traffic flow, since it helps to structure parking space.
“Moscow Parking Space” project is necessary to optimize the street and road space and to ensure free movement of pedestrians and regulate traffic flow through the use of technological, informational, and organizational tools to administer parking space in Moscow.
About the pilot project on paid parking lots
From November 1, 2012 until February 28, 2013 in the streets of Petrovka and Karetniy Ryad a pilot project on paid parking lots was introduced and implemented. Payment for use of parking places in the road and street network was set at 50 rubles per hour. Parking in the yards remained free.
Development of Moscow parking space
On June 1, 2013 a fee for parking spaces was introduced within the Bulvarnoye Koltso (Boulevard Ring). Due to this measure it is expected to increase the average speed of vehicles in major streets by 10-25%, and to significantly reduce the number of recorded violations.
